Woman Arrested After Starving Horses Found

A woman has been arrested on animal cruelty charges after 82 horses were found starving on her ranch north of Visalia.
Sandra Werner, 61, was arrested Friday. Earlier this month, a county employee found two dead horses and others fighting over less than a tenth of a hay bale. If convicted, Werner faces up to three years in prison.
