Clinton Signs China Trade Bill

President Clinton signed the China trade bill, a hard-won victory for his administration that promises to open markets in the communist country to billions of dollars in U.S. goods and services. The measure, which passed the House in May after much arm-twisting by the White House, and easily passed the Senate in September, establishes permanent U.S. trade relations with China. It also paves the way for China to join the World Trade Organization.
