Caltrans is doing underground roadway, drainage and traffic work on Pacific Coast Highway between Interstate 5 and Crown Valley Parkway.
The first phase of improvements, including drainage changes, new signal and lighting installation and existing-signal changes, began last week.
Construction is expected to be completed in three months, said Bob Warren, director of public works.
Phase Two, in which Caltrans will resurface streets south of Crown Valley Parkway to San Juan Creek, will begin early next year.
