The City Council will consider at its meeting tonight whether to approve a proposal to bring the Laguna Beach-based Festival of Arts to the city.
The council will review the proposal--the details of which have not yet been released--during a closed session beginning at 6 p.m. Afterward, the council will announce any decisions it makes during the open meeting, City Manager Michael W. Parness said.
