* Glenn Dobbs has joined Amiad Filtration Systems in Oxnard as sales manager of its North American division. Dobbs will manage 17 salespeople in Mexico, Canada and the U.S.
Amiad makes industrial and irrigation filtration products.

Heidi L. Rockwood, a certified legal assistant with the Oxnard firm of Hiepler & Hiepler, has passed the California Advanced Specialty Examination.
The exam program is offered by the National Assn. of Legal Assistants and the Commission for Advanced California Paralegal Specialization Inc.
Rockwood has been with Hiepler & Hiepler for two years.

William D. Dallas, a founder of California Oaks State Bank in Thousand Oaks and a member of the Board of Regents of Cal Lutheran University, has been appointed to the board of directors of the Harvey Entertainment Co. in Los Angeles.
Dallas is chairman and chief executive of First Franklin Financial Corp., a subsidiary of National City Corp.
Harvey Entertainment manages the use of branded characters, such as Casper the Friendly Ghost and Baby Huey, through merchandising, licensing and other entertainment media.
