SAN JUAN CAPISTRANO

The Capistrano Unified school board is set tonight to review a proposed $260-million budget that could fund the addition of more than 94 teachers and other staff to the payroll this year, according to district staff reports.
Although the district expects only about $256 million in revenue for the coming year, officials hope the difference will be made up by education windfalls promised recently by Gov. Gray Davis and seconded by two legislative committees.
In his May revision to the state budget, Davis vowed to give California schools $1.8 billion to make up for cost-of-living increases the state couldn’t afford to pay school districts during the recession in the early 1990s. Capistrano Unified’s expected share of this windfall is about $10 million--$291 more per student than anticipated in the 2000-01 budget. The Legislature still needs to approve the plan.
