Residents 62 or older who are blind or disabled may be eligible for refund checks from the California Franchise Tax Board. Residents must have been either a renter or homeowner on Dec. 31, 1999, and meet certain qualifications.
To receive a refund, a claim form must be completed and submitted by Aug. 31.
Volunteers trained by the Franchise Tax Board will assist eligible individuals in preparing claim forms at the Rancho Santa Margarita Library. Appointments must be made and are free to the public.
