The Planning Commission on Wednesday will take up Capital Pacific Holdings’ request to build 43 homes on 25 acres at the north end of Capistrano by the Sea.

The property formerly housed the Capistrano by the Sea mental health facility, which was vacated about two years ago. All of the buildings on the site would be torn down except for the historic Dolph House, which was built about 1914 for the hospital’s founder.

Commission staff has recommended approval.

In other business, the commission will discuss stabilization of a bluff with landscaping improvements for two homes in the 35000 block of Camino Capistrano.
