The City Council will present a plaque to Harold F. Tipton on Tuesday for his 20 years of unpaid service as city treasurer. The council recently selected Dennis Kuli to serve as treasurer for one year, also without pay. The council meets at 7:30 p.m. in chambers, 17855 Santiago Blvd. Information: (714) 998-1500.
