State Sen. Joe Dunn (D-Santa Ana) spoke to the Chamber of Commerce on Thursday about the state budget, stressing that the $12-million increase was necessary to fund infrastructure improvements. He acknowledged that Orange County contributes more funding than it gets back from state programs, and said that will be slow to change.
