The City Council has hired Parsons Transportation to study ways to improve the Ortega Highway-Interstate 5 interchange.
The city hopes the study will help it secure funding from the California Department of Transportation to improve the interchange.
Parsons Transportation bid $224,924 for the project. Four of the other five bids provided lower prices than Parsons.
City staff recommended Parsons because of its superior references, according to a staff report.
