The City Council passed a resolution commending retiring Police Capt. Gary Maiten for his 32 years of service at its meeting Monday. Maiten joined the department in 1967 as a reserve officer and his accomplishments include helping write the city’s emergency procedures manual and serving as a liaison with the Seal Beach Animal Care Center.
