Britain warned that Anglo-Irish relations will be jeopardized unless the Irish government ratifies a treaty revising extradition procedures to make it easier to prosecute terrorists, including members of the outlawed Irish Republican Army. Tom King, British secretary of state for Northern Ireland, said in Belfast that refusal to approve the treaty would have “serious implications.” The Irish Parliament is scheduled to vote on the pact Dec. 1, but some Irish political leaders want the decision postponed pending revision of single-judge courts in Northern Ireland, which try security-related cases without juries.
