The 1,500-member Supreme Soviet, the Soviet Union’s nominal parliament, unanimously approved a $773.7-billion budget and 1988 economic plan. The budget covers national financing for the third year of the present five-year plan. The rubber-stamp legislature also broadened a law allowing citizens to bring complaints against unlawful actions by officials. The amendment permits citizens to complain directly to a court rather than first appealing to a superior administrative body. The original legislation, passed last year under Soviet leader Mikhail S. Gorbachev’s liberalization policies, allows complaints to be filed against any official.
