New York Mayor Ed Koch has announced a plan to involve city government in the production of Broadway plays and musicals by creating the New York Theater Trust and endowing it with $5 million, the New York Times reported Tuesday. After the city’s start-up funds, a $1 surcharge on each Broadway ticket would keep the trust afloat. The plan is strongly reminiscent of a 1984 proposal by Koch’s Theater Advisory Council that the mayor ignored.
