Steven R. Romines has been elected vice president-management services of Southern California Water Co., Los Angeles. James Gallagher also was named secretary-treasurer and chief financial officer of the utility. He joined SoCalWater after an 11-year affiliation with the accounting firm, Arthur Andersen & Co.
