The body of an unidentified woman, with a bullet wound to the head, was found on an unpaved portion of Proctor Valley Road near Jamul Monday afternoon, the San Diego County Sheriff’s Department reported. Two drivers of off-road vehicles discovered the body, a spokesman said. A coroner’s deputy said the woman appeared to have been dead less than 24 hours.
