Man Arrested in Woman’s Death on San Diego Freeway Near Seal Beach

A Long Beach man was arrested early Saturday on murder charges stemming from the death of a 34-year-old woman who was struck three weeks earlier on the San Diego Freeway near Seal Beach, police said.

Charlie Williams, 47, was arrested at his Long Beach home without incident and booked on suspicion of murder at Orange County Jail, according to a prepared written statement by Seal Beach Police Sgt. Kenneth Mollohan. Bail was set at $250,000.

Details of the case were sketchy Saturday, but according to Mollohan’s statement, the charges grew from an incident at about 12:30 a.m. Sept. 13 on the southbound San Diego Freeway, north of Valley View Street. At that time, the Highway Patrol responded to a fatal traffic accident involving woman trying to cross the freeway from the center divider to the shoulder, Mollohan said.

The woman, Betty Jean Dawson, 34, of Long Beach, was struck twice by cars, police said.

Further investigation determined that Dawson was “in a serious physical altercation prior to being abandoned on the freeway,” according to Mollohan’s statment.
