In settlement of a lawsuit filed by Penn Kimball, U.S. government attorneys acknowledged in a New York court that, although Kimball was denied a security clearance by the State Department in 1946, neither he nor his wife was ever disloyal to the United States. In return, Kimball dropped his claim against the government for $10 million in damages. Kimball, 71, a former journalism professor and adviser to politicians, has been battling to clear his name since 1977, when he discovered that he had been labeled a “dangerous national security risk” and a “disloyal American” on the basis of information provided by anonymous informants.
