Forty-three disabled activists pleaded no contest to charges of obstructing traffic after they and others chained themselves--and in many cases their wheelchairs--to San Francisco cable cars to protest the lack of equal access to public transportation. Municipal Judge Phil Moscone waived $50 fines for each, saying that the night spent in jail was sufficient punishment. About 600 handicapped people protested policies of the American Transit Assn., which is holding its convention in San Francisco. A total of 134 disabled demonstrators had been arrested in three days.
