A $2,000 reward has been offered for information leading to the arrest and conviction of persons responsible for illegally dumping a smelly petroleum-based liquid in a county storm drain, forcing the closure of 500 yards of Santa Monica Beach. Cleanup of the liquid, which flowed into Santa Monica Bay from the Pico Boulevard storm drain, was completed Friday and the beach reopened. Analysis of the liquid has not been completed. Authorities said the spill did not appear to pose any danger to people, but the effects on marine life had not been determined.
