Police officers arrested five members of the International Committee Against Racism as they shouted over bullhorns near a Philadelphia neighborhood where hundreds of whites last month staged noisy demonstrations against blacks’ moving into the neighborhood. It was the second time arrests have been made in the area since Mayor W. Wilson Goode placed it under a state of emergency on Nov. 22.
