BERN, Switzerland — Interior Minister Alphons Egli on Wednesday was elected president of the Swiss confederation for 1986. Egli, 61, succeeds Economics Minister Kurt Furgler in the post, which is ceremonial under the Swiss concept of collegial government. The presidency rotates annually among the seven members of the Federal Council, or Cabinet, the chief executive body.
