United Airlines’ buy-out of Pan American’s Pacific routes was threatened by the Japanese Transport Ministry in an apparent dispute over U.S.-Japan aviation accords. United, which has already postponed its takeover of the Pan American World Airways routes, now hopes to inaugurate the new service Jan. 28, but it could be forced into additional delays if the problem isn’t resolved, a United spokesman said.
