Judge Appointed: Francisco F. Firmat, a member of the Cuban-American Bar Assn., on Tuesday was appointed judge of North Municipal Court by Gov. George Deukmejian. Firmat, 35, of San Juan Capistrano replaces Judge Phillip R. McGraw, who recently retired. Firmat has practiced law in Fullerton since 1977, concentrating on business and civil litigation and misdemeanor defense work. Firmat, who will make $70,436, received his bachelor’s degree from Cal State Los Angeles in 1972 and his law degree from Western State University in Fullerton in 1976.
