Maier, told a group seeking control of the Oakland-based company that Kaiser’s board of directors “has authorized me to inform you that we have no interest in entering into any negotiations concerning your so-called proposal.” A group led by Joseph A. Frates, an Oklahoma investor, announced last week that it has enlisted British investor and takeover specialist Alan E. Clore to help gain control of Kaiser and then recapitalize and restructure it. The group asked Kaiser officials to begin negotiations on its proposal.
