Sens. Albert Gore (D-Tenn.) and Charles Mathias (R-Md.) blocked legislation granting the NFL broad control over franchise moves because Commissioner Pete Rozelle refused to commit to an expansion of the 28-team league.
Gore and Mathias had demanded expansion of the league in exchange for releasing the bill, with Gore calling for a six-team expansion by 1991.
