A bomb blast and fire destroyed a Pacific Gas & Electric substation in a sparsely populated area near Brentwood in Contra Costa County. Investigators also found an explosive device that had failed to go off at a second substation less than a mile away. The early morning blast cut off power to about 1,300 people for a few minutes, but no one was injured.
