No Oil Inc., a citizens’ group that has been fighting Occidental Petroleum Corp.’s plan to drill in the Pacific Palisades, filed a lawsuit aimed at overturning Mayor Tom Bradley’s and the City Council’s approval last month of the drilling. “The city’s action was lawful and defensible,” Deputy City Atty. Julie Downing said. Earlier suits were filed by Palisades residents Joseph Shalant and his wife, Frances, and by Richard and Veda Weisman.
